I believe it's cooking them in the oven to soften the adhesive so the casings can be opened. Once open, the internals can be painted/blacked-out etc.
Then you glue them back up again.
Works with some headlamps but not with others depending on the plastics and adhesives used. It can also be an expensive flop.
I'm a chicken so I'd never try it.
