We only got ADSL2+ thanks to other ISPs over building their own network with Telstra.
Hell, Telstra have only just started offering VoIP now due to the NBN.
IPv6 on Telstra will probably be a very long way off from Telstra whereas other ISPs offer it natively now.
If Telstra built the NBN, then we wouldn't see the innovation that we've seen over the last decade through other companies investments.

ADSL was built, in tech terms, a different time in a different regulatory environment. The govt would have set the parameters and Telstra, or another telco, would have had to operate within these set guidelines.
