Im thinking old mate might find himself in a touch of bother should he encounter the RTA inspectors or heaven forbid, an accident.

Why Not just make the Hitch a Bit Longer.?? & you wouldn't need Much (5-600mm) to lighten the Ball weight 30-50Kgs, i would think.
