Assuming there ever is a legitmate fishing complex, I'm guessing it will go down something like this.
They will promise to hire all the locals and then bring in people from back home to train them and gradually they will push out the locals and import the rest.
I reckon PNG is gonna get a good old bait and switch, again assuming they get anything at all
