We give half a billion a year to PNG in aid and are the biggest donor but that is usually distributed via aid programs where we have recently given funds directly to the PNG government where they can spend as they pretty much see fit to restructure their spending which is quite significant.
So the amount is not really an issue at the moment more that I reckon China are probably willing to dole it out more freely in a country that has corruption issues.
PNG are free to do what they want but they need to understand the risks and potential consequences of getting into bed with China.
