From what I understand, the clips that hold the cover on are a use once-only type that need replacing every time the cover is removed and/or the airbag deploys. Check out Ford part No. AU F04B26A.
The fact that the cover just fell off makes me think the previous owner did a shonky fixup to pass the roadworthy.
