When the Capri was released in Australia in 1969, only 4cyl cars were available. You either got the entry level ‘Deluxe’ or the GT 1600.

When the V6 was released in Jan 1970, it got the GT badge and then there were no more 1600GTs from then on. The range was then the 1600 Deluxe, 1600XL, and 3000GT. The 1600XL is essentially the same as what the 1600GT would have been had they kept it in the range, but they’re not GTs as such.

The rocker cover could have been replaced at any time over the last 50 years, the number cast into the block (711M6015BA) just signifies a 1600 block made in 1971, and rostyle wheels were optional (not specifically GT wheels) and could also have been added anytime in the last 50 years. The interior you describe is what the 1600XL would have.
