I have an obd2 to vga cable. Can i use a vga to usb adapter and use it like a normal obd2 to usb cable?

I rather more suspect it is an OBD2 to Serial cable rather than VGA. If it is then yes although you may have to experiment with a couple of different Serial to USB adapters to find one that works.
A quick count of the pins will tell you - VGA has 15 and Serial has 9 (well it can have more but the other type doesn't look like a VGA). If it is actually VGA then the answer is no. Cheers Russ

wouldn't it be better to spend 10bux on a usb-obd2 cable
obd2 to vga does not make sense, id guess its a non standard cable for a expensive scan tool |
