Default New requirements for drivers under 26 years

Don't you already get fined for not having your license on you? Can't picture how it'll make you a safer driver just having your license on you~ I guess in 4 years time, this new 'rule' won't apply to me eh :P?

I've looked on arrivealive and can't find any more new regulations... any got a link for me?
