Default Roadworthy certificate help,please

Hi all. I have an XC ute Ive replaced ALL the bushes, shocks etc. The body is straight. No major rust. tyres are good, etc etc etc. I have been to get a roadworthy and it got knocked back! Due to rust mainly.Any rust in it is not structural . Did I get dudded . Anyone know someone who is might be reasonable? Im in the south eastern suburbs. I dont want a dodgy certificate, just a fair go.
