Default Roadworthy

I have a 1989 EA S-pac and it has to go in for aroadworthy cirtificate before I can change the rego over. It is an ultra rare 3.9 that DOESN'T leak oil :P, doesn't blow too much smoke etc, tyres are 3 moths old, it is all good. However, the rear right hand passenger seat belt doesn't retract. It pull out fine, but just won't go back in. Will this be a cause for my car to fail a roadworthy inspection?
