When I was at Uni and 20yo, went shopping with a mate for a new car. He was paying and only had a budget of about $5000.

However, that didn't stop him looking at and getting drives in brand new Celicas, RX7s, Supras and 300ZXs (This was 1989).

When the dealer asked him how much he was looking to spend, he'd tell them "Dad's picking up the tab, so when I've decided I'll give you his fax no. to send the invoice. And don't worry about rego, as we'll be putting consular corps plates on it."

We used to borrow his gf's car to visit these dealers and that really did have consular plates on it, even though it was a 10yo Corolla. That seemed to persuade the dealers he was genuine.
