Fiesta 09 voice and bluetooth not working

Hi i have just brought a 09 fiesta LX second hand and has just done 17,000km and i have just found out that the voice controll and bluetooth are not working. I have checked the fuses and all seem to be fine. I asked the owner be he said they never used it. Am i doing something wrong and is that covered under new car warranty? Anyone else with this problem? Please post your thoughts.
