Default Cats on cars

I have just been over my car,to find that a cat has put scratches right through my clear coat, all along my quater panel. The cat climbs over my car all the time, and Im yet to be able to catch it. Couple of questions.
1. If I can prove whos cat it is, is there any way to get them to pay for the damage there cat has done?
2. Does any one have a cat trap I can borrow?
3. Do I have any rights at all in this situation?
4. Can I get scratches that are through my clear coat out, by a cut and polish or whatever?
