Didnt bother reading many of the above posts cause im distracted from my text book enough already, but a python sounds like a good idea

My suggestion is to start a little more light hearted with a small letter in the their letter box explaining your concern i.e. medical emergency and that youd really appreciate them to stop. Mention in the letter very kindly that it is also breaching local council/police policy/laws. If it continues, contact the relevant authority and give them a copy of the letter.

I wouldnt be tampering with anyones car, in case it backfires, and as you said you have children.
