just dob him into the 'if they fling it, ring it' hotline (EPA), next to no proof needed, and he'll get a $70 fine. That way he at least pays for the badge!

if your insurance is like mine there is no excess if you can identify the person responsible. put in a claim including painting the damaged area. they then hound him for the money
