yeah I agree...it looks like really old sluggy oil coming from the cam chain tensioner..

thats the problem man neither does any mechanic ive taken it to nobody i know has ever seen this cement stuff on an engine before

It wouldn't hurt to clean/degrease the motor though, would it? You never know the cement material may lift with a gerni + solution pointed at it.
