Default Company refuses to give tax invoice

Hi all,

I had a company come out to re-gas my aircon today.
The guy that did it was extremely rude.
I paid cash (because he told me they dont take eftpos) and he left me with a receipt, not a tax invoice.
The receipt has no number on it and he didnt even copy it for his records. It is quite clear that he is doing cash jobs and not declaring them to the tax man.
Normally i wouldnt be to bothered about it but because he was so rude I rang up and asked for a tax invoice. I got told that i couldnt get a tax invoice because the company is not gst registered. This ended in an argument ending in him saying he was going to report me for releasing gas into the atmosphere, which he has no proof of.

Is this dodgy?

I was under the impression that every business that supplied goods or a service had to charge GST.
I really want to report him to the ATO or somebody, im also tempted to name and shame but not sure how that could go down.

I normally do research before i get people to do stuff like this because im very fussy about who i will let work on my car, i was rushing this time because i wanted to get it done before the end of financial year.

What are peoples thoughts on this?
