The most common cause is bearing failure in the front hub which allows the ABS sensor to misread from the sender on the hub. The loose bearing allows non uniform gap between the sensor and the unit on the hub. Have not heard of the unit loosing teeth but may do so if the hub is very loose. This should show up as sideways movement of the front wheel when jacked up.
