I don't know if all the teams start from a shell, but I know someone who was responsible for removing unnecessary brackets and adding a few different pieces into the pedal box for the shells that come from the factory that were used by FPR, DJR etc. They would do a short run of them, then they would be sent off to the teams for them to build up, so I know for a fact that some teams do start from a full shell that has been modified in the factory for the race teams.
