Simp is a slang insult for men who are seen as too attentive and submissive to women, especially out of a failed hope of winning some entitled sexual attention or activity from them.

Simply don't like any politician but I reckon Billy boy is right. Quarantine is the responsibility. of the federal govco and should never have been handed to the states.

Federal Gov closed the borders, bought in restrictions and the lockdowns. Then handed it over to the States and Territories to handle it all. Then screamed and demanded State and Territory borders be re-opened.
