Nope, not an Armaguard truck, it was a common occurrence seeming to cycle between a Hiace van and a couple of other small hatchback kinda cars, but always parked across the footpath so there was no way around but to step off the footpath.

Dont know about the rest of the country, but there is a ticket in queensland for it, something along the lines of disrupting pedestrian traffic.
