Yeah, that bothered me as well, but I was hoping that this is his first term at Uni and spelling and Grammar are next term.

A fine is basically an "out-of-court settlement." No, you don't have to pay it and they can't force you to. But they can take you to court if you don't and if you lose then you've wasted your time. If you don't have a permit and parked somewhere that required a permit, or somewhere that wasn't a parking spot, regardless of how many spots there are, they have a reason to issue the fine.
